Sarah Blumenthal joined Ropes & Gray in 2011 and practices as part of the firm’s health care group. Sarah provides regulatory, transactional and compliance advice to clients throughout the health care industry, including hospitals and health systems; universities and medical schools; managed care organizations; physician and provider networks; and pharmaceutical, biologic and medical device companies. Sarah advises clients on a variety of matters including corporate structure and governance, joint ventures, university-hospital relationships, privacy and data security, government enforcement, and government and third-party payment.
Experience
- Academic Medical Centers. Counsels universities, medical schools, hospitals and faculty practice plans on matters unique to academic medical centers, including university/medical school and hospital affiliations, governance and corporate matters, accreditation (including university accreditation, medical school accreditation, and graduate medical education accreditation), and faculty relationships.
- Health Information Privacy and Security. Advises clients on applicability of, and compliance with, health information privacy and security laws, including the development and implementation of privacy and security programs in compliance with HIPAA and other state and federal health information privacy and security laws, such as the so-called “Part 2” rules, and in enforcement and compliance review matters before state and federal regulators.
- Value-Based Payment. Provides advice across the spectrum value-based payment, including structural and regulatory considerations associated with the development of integrated health care delivery and payment systems, novel government and commercial payer arrangements, and physician and provider network development.
- Pro Bono. Regularly provides pro bono advice on health care and not-for-profit structural and operational matters. In particular, Sarah advised a legal services organization on health information privacy and security matters related to the operation of a medical-legal partnership and certain return on investment research related to the partnership, and Sarah provided advice to an international NGO on the applicability of the so-called, “Mexico City Policy.”
