Ropes & Gray is sad to announce that Thomas Taylor, a retired partner of the firm, passed away on December 30, 2024, at the age of 81.

Tom was one of the best public finance lawyers of his time, specializing in the most complex and unique transactions. He joined the firm in 1968, became a partner in 1978 and retired in 1998. He was integral to a wide variety of municipal bond issuances and critical public projects, such as setting up the predecessor organization that is now Rhode Island Infrastructure Bank. He also represented other important firm clients, including Harvard University, Wellesley College and Harvard Community Health Plan (now Harvard Pilgrim Health), in tax-exempt financings for capital projects.

Tom’s most lasting contribution may have been as part of the Ropes team retained by the U.S. Treasury in the $2.3 billion bailout of New York City during the 1975 financial crisis. Tom and his team were instrumental in securing the loan that kept New York City solvent and prevented significant economic repercussions for the city, the country, and indeed, the world.

Personally, Tom made a deep impression on his colleagues. He is remembered as a great mentor and friend. He loved outdoor sports, keeping a photo of summiting Denali on his desk; and he enjoyed sharing his love of the outdoors with colleagues through hiking and other activities. He changed the atmosphere just by showing up.

Tom earned his B.A. from Indiana University and his J.D. from Harvard Law School. Our hearts go out to Tom’s family, friends and close colleagues at this difficult time.
