Amish A. Shah is counsel in Ropes & Gray’s global litigation & enforcement practice group. Amish is a seasoned government attorney with a unique breadth of experience leading and responding to high-profile investigations for the White House, Securities and Exchange Commission (SEC), and Congress. His broad government experience enables him to offer valuable advice and perspective to clients facing potential parallel investigations by government agencies and Congress.
Amish advises clients through the full range of government investigations and brings deep experience working across a diverse set of highly-regulated industries, including life sciences, healthcare, private equity, and digital assets/cryptocurrency.
Amish also has experience in the following areas:
- Healthcare fraud and research misconduct;
- Regulatory issues concerning blockchain technology, cryptocurrency, and other digital assets;
- Legislative and policy analysis;
- Internal investigations and the development of corporate compliance programs;
- Compliance with the Foreign Corrupt Practices Act; and
- Complex commercial litigation.
Most recently, Amish served as senior associate counsel to President Biden. He represented the President and the White House in response to Special Counsel Hur’s classified documents investigation and in connection with the impeachment inquiry by the House of Representatives. He also advised senior White House officials on other high-risk investigations and legal matters and served as the primary oversight liaison to a number of regulatory agencies.
Prior to his role at the White House, Amish served as counsel in the SEC Division of Enforcement. This included leading a multi-year investigation of a global cryptocurrency matter and leading insider trading investigations alongside the SEC’s Market Abuse Unit, the Financial Industry Regulatory Authority (FINRA), and the Department of Justice (DOJ).
Earlier in his career, Amish served as deputy chief investigative counsel of the House Committee on Oversight and Reform—the principal investigative committee of the House of Representatives—where he focused on investigations of the private sector. He led numerous high-profile investigations, hearings, and reports involving the life sciences, healthcare, technology, financial services, and defense industries. These investigations routinely involved resolving issues related to parallel criminal and civil investigations, whistleblowers, cross-border data requests, and the production of commercially-sensitive information. He also advised Committee Chairs and leadership on the issuance of subpoenas, the rules involving Committee interviews and depositions, and strategic considerations for hearings involving company executives. In addition, Amish was a member of the House’s investigatory and trial team for President Trump’s first impeachment, during which he drafted sections of the final impeachment investigation report.
Amish began his legal career as an associate at Ropes & Gray and as a law clerk for the Honorable Matthew F. Leitman of the U.S. District Court for the Eastern District of Michigan.
